The 7th house has at most 25 Sarvashtakavarga bindus. The Sarvashtakavarga counts the bindus given to each sign by the Sun, Moon, Mars, Mercury, Jupiter, Venus, Saturn and the Lagna. Houses count from the Lagna. The total over the 12 houses is 337, so the average is about 28. The cut-off of 25 is a school convention. The classical text gives no exact number.
