Classical definition: The lord of Dharma Bhava is in a Kendra, in his moolatrikona rashi, his own rashi or his exaltation rashi, while the lord of Lagna is endowed with strength. In modern terms: The planet that rules the 9th house is in the 1st, 4th, 7th or 10th house, and is in its own sign or its sign of exaltation (a moolatrikona sign is one of those two). The planet that rules the 1st house is strong. A planet is strong when its Shadbala ratio is above 1 (its strength is more than the minimum it needs) and it is not debilitated. Houses are counted from the rising sign (Lagna): the 1st house is the rising sign itself. Source: Brihat Parashara Hora Shastra, Chapter 36, verses 27-28 (verse numbers follow the R. Santhanam translation).
